Preparatory Course leading to Part B of the Singapore Bar Examinations

 

The Preparatory Course leading to Part B of the Singapore Bar Examinations (“the Course”) is a full-time course that runs for about 5 months, commencing in July and ending in early December each year.

 
 

Aims of the Course

 

The Course aims to:-

(i) teach and train students in procedural law and practice in Singapore relevant to civil and criminal litigation and certain areas of practice; and

(ii) train students in the skills of the professional lawyer and to provide opportunities to practice these skills under supervision.

It introduces students to the work of the professional lawyer in his office, in dealing with clients, and in the courts. It places emphasis on the tasks that a newly admitted lawyer is likely to meet in the early years of practice, and gives students opportunities to acquire and develop a variety of practical skills.

The instructors in the Course comprise mainly legal practitioners and Legal Service Officers and include judges, academics and other professionals.

 
 

When to Attend

 

A qualified person must attend the Course and pass Part B of the Singapore Bar Examinations before he may serve his practice training period unless:

  1. he became a qualified person before 9 October 2009, or
     

  2. he became a qualified person under rule 6(c), 7(c), 8(1)(iii), (2)(iii) or (3)(ii)(B), 9(1)(b)(ii), (2)(b)(ii) or (2A)(b)(ii) or 9A(1)(c)(ii) of the Legal Profession (Qualified Persons) Rules, and has either completed or been exempted from relevant legal training before passing Part A of the Singapore Bar Examinations, or
     

  3. he is serving his practice training period through working as a Legal Service Office or under the supervision of a qualifying relevant legal officer.

 

Practice Training Period and Employment During the Course

 

A student attending the Course may not serve his practice training period concurrently.

Unless otherwise provided in the Act, students of the Course may not engage in any employment, whether full-time or part-time, without the prior written consent of the Director. Please refer to the Code of Conduct for more details.

 
 

Course Venues

 

The Course and Part B of the Singapore Bar Examinations are conducted by the Institute and overseen by the Dean and Director. In general, lectures will be held at the Supreme Court Auditorium and practice/drafting classes and tutorials will be held at the Subordinate Courts. Details of other venues will be given to students accepted into the Course when the Course commences.

 
 

Course Fees

 

The fees for 2012 are:

Course & Examination Fees (inclusive of GST)
Singapore Citizens: S$6,420.00
Singapore Permanent Residents: S$7,490.00
Foreign Students: S$9,095.00
 
 

Course Information

 

All students in the Course are required to successfully complete 7 compulsory subjects and 2 elective subjects.

Compulsory Subjects

The 7 compulsory subjects are:-

  1. Civil Litigation Practice
  2. Criminal Litigation Practice
  3. Corporate & Commercial Practice
  4. Real Estate Practice
  5. Family Law Practice
  6. Ethics & Professional Responsibility
  7. Professional Skills

For all compulsory subjects, there will be an Assignment and/or Continuous Assessment and/or Practical Assessment.

Elective Subjects

There are 6 elective subjects offered in the Course, which are divided into Category A Electives and Category B Electives. Each student has to successfully complete 2 elective subjects, one of which must be chosen from each category.

The elective subjects offered in each category are:

Category A Electives

Category B Electives

A1 - Advanced Corporate Practice

B1 - Admiralty Practice

A2 - Intellectual Property Law Practice

B2 - Wills, Probate & Administration Practice

A3 - The Law and Practice of Arbitration

B3 - Mediation Skills

 

The Singapore Institute of Legal Education may in its discretion amend the syllabus for the Course or any individual subject as it thinks fit according to the circumstance.

In addition to the examinable subjects, students will be exposed to other topics in the practice of law as well as practical skills that a newly-admitted lawyer is expected to have. More details are provided in a Handbook distributed to students accepted for the Course.

 
 

Code of Conduct

 

The Code of Conduct embody the objectives and underlying principles of the Course. The Course requirements set out what students must do to obtain the Institute’s certificate for admission as an Advocate & Solicitor. The Code of Conduct sets out how students should or should not behave as a lawyer in training.

All students are expected to have read and be familiar with the Course Requirements & Code of Conduct.

The Course materials will be made available online to students about 2 weeks before the commencement of the Course.
